I created my aerial project with 146 photos, and set gcp's in local coordinate system i created and added cslibrary before. Also set target coordinate system as my local cs.

In the end my orthophoto located at the right place, but point cloud placed at 0,0 coordinates except elevation is true. I don't undrestand what's the problem.

You need to give the correct coordinates to the point itself using different software.

For example, try giving the coordinates using software such as Leica Cyclone.

My gcp coordinates are correct in local coordinate system. I'm not sure why i need to do it with different software but, when i convert them to EPSG 3857 and reprocess at the recap photo, my problem has solved.

I want to do with my local coordinates too, but it placed at 0,0.
