Transfer Standalone License to a new PC

Hi, I have encounter issue to transfer my license from old pc to new pc. I've used LTU but it cannot run on old pc as it keep saying need to close all running software. I've closed all Autodesk software and check at Task Manager for running software but LTU still saying the same error. 

Version ACAD 2012 LT

If your new computer is running windows 11 then lt 2012 is not supported
