How to read .dim (Dimension style file) in C#.Net?
You can open it in Notepad, so handle it like any *.txt file. Here's an example.

DIMIM and DIMEX are Express Tools. They are provided As-Is and are not considered part of AutoCAD. They are just extra productivity tools. Sometimes ET's get 'upgraded' and become part of AutoCAD, like Revcloud and Multileaders. When they do, they get an api created.
That said, most ET's are lisp programs that you can adapt or hook into. However, DIMIM and DIMEX are defined in dimsio.arx, so you don't have access to them. Therefore, you're on your own.
