C3D-C#

Hello,

I am using Civil 3D 2018.

I assume the Visual Studio editor that I have used for VB.Net will be the same as for C# programming.  Is my understanding correct, or is there another editor I need to invest in?

If you are saying Microsoft Visual Studio, I think you don't need another particular editor for C#, all you need to do is selecting "Visual C#" when you build up a new project just like you select "Visual Basic" before.  As red arrow points out below.
