AutoCad web app sdk

Hello, I am new to Autocad development and will migrate a legacy desktop app to web app. I found autocad has web version too and one nudget for .net developer. https://www.nuget.org/packages/AutoCAD.NET/

I wonder,

1. does autocad provide a nudget for web development? if it does, any document to share?

2. do I need pay sdk or API licenece fee? how much?

I cannot help with the web API part, but the most inexpensive way to gain access to Autodesk Developer Network (ADN) is to become an AUGI Professional Member:

There is no API available to interact with AutoCAD web version, which is a very light version of AuotCAD, mainly for viewing drawing and limited cababilities to change/update drawing.

This Nuget package is meant for desktop AutoCAD (AuotCAD .NET plugin) development. 

Currently, when you say web application that deal with AutoCAD/DWG file, you would need to learn both Autodesk Forge services (most likely Forge's Design Automation) and AutoCAD .NET plugin development.
