Multileader Scaling

I want my multileader to match my dimscale. If I use the line "atsMleaderStyle.Annotative = AnnotativeStates.True", I cannot seem to set my multileader to 1:1 scale. It ends up going to 1/128 scale. However it works for any other scale.
If I take out the line and just use atsMleaderStyle.Scale = 1.0, then the mleaders all come in at 1.0 regardless of the scale. If I change the scale manually by using mleaderstyle, then all my mleaders change to the same scale.
I am at a lost on how to scale mleaders with vb.net.
