BlockReferences, prevent scale command and to modify scale properties

Hi,

is there a way to prevent scale by command or by properties on block references with a specific xRecord associated?

Overrule might be the thing to look into (TransformOverrule).

However, before trying to develop a complicated code solution, I'd first look into the possibility of implementing basic "best practice"/office standard to deal this, such as place these block references (or whatever entities) on a locked layer - straightforward and easy solution.
