I understand, you found the Middle Button Pan not working in Navisworks 2017 on Windows 10, but then you found a solution yourself.

Co worker had issues of not being able to use his middle click button.  I went into his mouse software settings and found that his middle button was set to something else other than middle button.

Should be under buttons.  Not sure if things have changed since then.  This post is 6 years old.
