firstly, I'd suggest you make the post title with more information. With'Navisworks' only, other peers might not have interest in clicking into.

It looks you are asking if Navisworks API can access Timeliner. The answer is yes. If you look up by the keyword 'timeliner' in our blog http://adndevblog.typepad.com/ , you can find some articles. 

but please note: timeliner/clashtest api have not been exposed for .NET control application. This means, you can use Timeliner API in a plugin only.
