Problem changing hue with hue tool

While trying to create a character, I painted on white eyebrows, with the intention of using that layer as a bump map, duplicating it later, and moving the duplicate to diffuse and changing the color to brown. That way, the diffuse color map and bump map lined up perfectly, but I can't change the color. I can only shift the color to black or various tones of grey with burn and contrast. The hue tool does nothing. Any help would be appreciated.
