For basic operations with scene nodes, it's not really that good, see for example this node transform/vertex operations comparison. For purely numerical operations, it's much faster than maxscript (orders of magnitude in many cases) but of course still not as fast as c#/c++.

Depends what you want to do. PY in mobu is simply embedded PY interpreter, same that you can install standalone. Access of Mobu's scene surely takes some time (same as from C++), but for heavy calculations, the speed of PY in MB is same as of standalone.

Generally, scene manipulation from PY is OK. To code event handlers that periodically evaluate could be kind of problem, but even that is possible.

In C++, You can access some classes unavailable to PY, but again, for vast majority of tasks, PY is fine, limited are mostly these real time things, where PY evaluation is really loading the main thread's time too much.

Btw, in MB, you can not multithread(!) PY and I expect same applies to C++.

Mobu is just a common shorthand for MotionBuilder 😉
