I'm using Adviser 20219.0.5 and I cannot get the dynamic support content to display when I open it in the user interface. It states I need to download and install the help. Can you no longer access the help through an internet connection? Do I need to change my default internet browser?

I experience the same issue as you do for online Dynamic Help.
And the behaviour is the same using online Dynamic Help for Adviser 2019 or Communicator 2019.
I think a built in browser is used. So system default browser does not affect this.
Only workaround for me was to install local help.
For Adviser 2021, online Dynamic Help works, but there is a strange display issue, where half of the window area is greyed out.v (The same for online help or local help.)

Related to the original question, how to use Dynamic Help with Adviser 2019.0.5, pressing F1 should open your default browser with the relevant online help section.
The observed status, dynamic help only working with local help, is also applicable to 2021 FCS and 2021.1. As @bernor_mf pointed out, dynamic help is working fine for latest 2021.2.
That said, I cannot reproduce the "greyed out area" issue. If the issue persists I would suggest raising a support case for further investigation.

by coincidence, when doing another task, I tested Communicator 2019, and on-line help Dynamic Help worked!
Autodesk might have tweaked something on their side...
Also tested Adviser 2019, and on-line Dynamic Help works too.
Could you give a try on your side?

For some reason on-line Dynamic Help (Adviser UI integrated help display) worked in Communicator 2019 today.

I actually only have 2019 installed on my machine and it does not work. I'm downloading the offline help to see if that will work for activating the code.
Once I get the 2021 installer to quit stalling I'll try it on 2021.2.

Update on the dynamic help. It appears that in 2021 the dynamic is working within the program. With 2019, I cannot get it to work within the program, but F1 does launch the window!
