Export/import render setup not working properly

Hi there!

I've been trying to export my render setup with render layers, collections and overrides.

When importing it into another scene it sometimes brings nothing in and other times only brings one of the layers. When exporting the layers individually and importing them individually it brings the layers in. however, many of the collections and overrides disappear.

Anyone knows why this issue is happening?

I attached an example for my "set_layer". exporting there are collections under the layer that when importing just disappear. When exporting all layers and once and importing it doesn't work at all!
