Disabling lights in render Setup missing after update to Maya 2019.2

Just updated to Maya 2019.2 .  

In the render setup I usually had the option to disable any lights in the render layer. 

Now I don´t have that option anymore. Is that a new feature or a bug ?

And this is the render setup in Maya 2019.2  (I had 2019 before, where the option was still there)

It is 100% most definitely a bug, but Autodesk is calling it a "feature". It's ridiculous.
