xyz coordinated from a point cloud to a particle system

I am looking to create a particle system using the xyz coordinates from a point cloud. I've heard I should use a MEL script, but I'm a bit new to MEL. Does anyone have any advice on other methods?

Another possibility is to use partIO, which is a tool developed by Walt Disney Animation Studios to convert between various particle file formats. In the past I used it to convert simple xyz ASCII data to a Maya legacy particle cache. Through a goal, you can drive nParticles from a legacy particle system which is run from the cache.

You'll probably need to compile the tools yourself as I don't think a binary is available.
