If you want to draw the mesh after voronoi polygon is generated, it is possible.
There is a footPrintNode sample in our devkit, it shows how to draw mesh in the Maya.

I think you use MFnMesh to modify the the 3dmesh you want after you have generated voronoi polygons.
I know a third party library called voro++ can be used for generating the Voronoi cells.

I think they are voronoi polygons on a 3d mesh.
You can use MFnMesh to get the entire mesh data of the head or use MSelectionList and MItMeshPolygon to get user desired polygons. With these data, you can generate a voronoi surface with certain library or algorithm. At last, draw them as your custom node like the sample in the Maya devkit.
What about generating smaller and larger voronoi polygons on the same mesh? Can I use paint maps for that?
What kind of tool(mel, api or Maya itself) are you trying to create the voronoi mesh? I don't think there is a tool for generating voronoi directly in Maya.
