Python Module not found in pref/scripts foler

Hello, 
I purchased and downloaded a python module containing .pyc files called PinToCurve and placed its folder 'PinToCurve_1.6.5' in the maya/prefs/scripts directory at : C:\Users\brobe\Documents\maya\2018\prefs\scripts
 
Maya cannot find these files when I import PinToCurve and run the .ui function. (which my computer thinks is a 3ds max file user interface file) 
The module consists of .pyc files and looks like jibberish if I load it directly into the script editor. This would wosif I could copy the code into the script editor. 
 
I have attached images which should illustrator the issue more clearly.

Please put it inside maya/Python/Lib/site-packages.

Works like a charm (not sure why), but content nonetheless.
