Creating a window (or) panel with a camera's view?

I was watching this cool video where Ryan Griffin talks about using polygons for facial controls. In the last step he mentions how you could use Python/MEL to create a separate window for the controls. A similar method was used in Victor Vinyal's rigging show-reel(attached image).

I've been trying to create a window like this, but I'm a MEL/Python n00b, so not much success. From what I understand, the steps would be:
1. Create a camera, position it and look through selected to focus on the controls
2. Lock the camera, so I can't change the view
3. Create a window(NOT a tear-off copy of the panel) which would show the camera's view
4. Add this window as part of my shelf
5. Live happily ever after
Would be grateful if anyone helped me with this.
