It was suggested that I post this question here. So here's a post from the Autodesk Information Community.
Quick warning: This has a nude model in it [I'm making a clothes mod in FO4. Using CBBE's bodies. It's not pornographic, but from what I gather on the web. Some people see any nudity as NSFW, rather than art. So ... heads up. No sex, no porn. But my base mesh is a nude female that you'd find on the Bodyslide / Outfit Studios utility program. If you're alright with those images please scroll down to see my Symmetry Settings and image of the problem.]
and
So I have Symmetry marked. It's showing as marked. In both tabs. Yet:
No Symmetry.
What am I doing wrong here? And how do I get Symmetry turned on? I know in Mudbox, the second something says it's doing Symmetry I can rest assured that it's going to be. But here in Maya, I've clicked everywhere and there's no mirroring or symmetrical editing going on.
Oh, and if it matters at all, I'm using Edge select.

In move tool you need to select Symmetry settings and then symmetry along which axis i.e World X or Object X. I hope you know this.. But before doing so, you'll need to select your model and then go to Modify Tab and then Freeze transform. This resets your models mid point to 0,0,0 . Then try using symmetry along the axis you need symmetry ON.
i use symmetry rarely so maybe there are better solutions but
object symmetry seems to break:
- on components which are not symmetrical when you start (makes sense i guess). but others may still work.
- if your mesh (even if it´s perfectly symmetrical) is off-center and transforms are frozen.
from your screenshots it looks like you´re off center so that would be a problem. especially if it´s quad-drawn so it has all it´s transforms at 0,0,0
you can still use topological symmetry but this would require an edge loop in the center of your mesh. you usually want this anyway since having a symm. mesh makes a lot of thing easier donw the pipeline.
Freeze Transforming seemed to fix it. Thank you very much for the reply [and Symmetry was on for the correset, as well as shows up in world view. But the base body was throwing everything off. I'm learning how to do Maya via tutorials, and the person forgot to mention fixing up the model we were quad drawing the clothes onto.]
