iNOOB: Isolated vertex still moves entire edge and shape

I am having technical trouble just attempting basic modeling. Whenever I select just a vertex or even just an edge the ENTIRE object moves in an unusual motion with it. I will attach some pictures to help depict my issue.

you accidently enabled soft selection , disable with the B key...on and off.
