High Poly Detail Won't Line Up When Baking

There is some extra detail that exists on the high poly model of this candelabra as shown below in the first image, however after baking in Substance Painter it only results in part of it being baked as shown in the second image. 

Deleting the history didn't help and freezing the transforms results in the detail not appearing at all after a bake, so I am not sure what to do to fix this, any help will be appreciated.

show the texture and uvs for both high- and low-res models.

Not sure how its UV related and I didn't need UVs for the detail in the tutorial I was following. Also I don't need UVs for High Poly.

 

Here they are anyway if there is an issue I didn't spot though:

Are we talking about incorrectly laid out displacement texture? I guess, yes - therefore the UVs.. unfortunately posting just one anonymous piece of the asked doesn't help.

Again:

1. Low-res model's UVs (when taking a snapshot, select the faces that have placement issue);

2. High-res model's UVs;

3. Displacement texture.
