Can't Move Vertices When Zoomed In

I have attached a photo for your review.

 

Maya 2016 is killing me. What reason would I "not" be able to move the vertices in the photo to be even with the line below it? I do have snapping turned off in the preferences under "snapping".Screen Shot 2015-10-07 at 11.56.56 AM.png
