Bend deformer is limited/restricted - help

The bend deformer is jammed between values 3 and -2 and for some reason is restricted to this slight deformation. How do I resolve this? I've tried reinstalling Maya, unlocking the value, all sorts. Totally baffled, and it's the same for any mesh.
