Soft selection ain’t soft selecting

I’m trying to use soft selection but it’s not doing it I enable grab a vertice and it moves the whole shape not just the selection? I have deleted the prefs folder and restarted maya still does the same thing

Control the fall off size with the B key. maybe is too wide, usually is.

Open tool settings

reset Softt Selecttion in first then reduce FallOff radius 

make sure u selected on of Component

seems to be working alright for now goddam machines!!

Your fall off radius was too big. Slider lets you go to 1 but you can type there even 0.1 or resize it with B key under 1. According to screenshot it worked OK but the whole sphere was under 100%. Didnt you resize the sphere or something?
