Retopology - Quad Draw Symmetry Broken

This has already been posted and marked as solved. However, the solution is not working for me. I borrowed the images of the previous post as they are exactly what is happening. 

So basically, any polys, lines or verts near the center are getting snapped to the center if I try to move or relax them. 

Things I have tried....
1. mirroring model to make certain it is symmetrical on both the live surface mesh and the quad draw mesh.
2. Using absolute transform to make certain the model is centered at the origin. 
3. Use object symmetry

4. Use world symmetry
5. Use topological symmetry
5. Turn off autoweld
6. Center pivot, delete history, freeze transforms.

Nothing I can think of is working.
I'm using Maya 2018.

Listen to me people! Already lost faith in countless attempts to solve this bug? Just SCALE the model (its only appears on small meshes). This sacred knowledge cost me 2 hours of my life. Enjoy.

P.S. Dont forget to freeze transorm and delete history after scaleing!

-I am impressed ! freeze transforms and delete history and using topological symmetry should fix the problem !

-pleas if anyone still have this problem upload the scene file if you can , I love to check and try to Fugger that out.
