Problems with trim sheet texture size

Edited as my understanding grows: Ok so setting the texel density to 5.12 on a 2048 map causes my UV shells to become a quarter of the size of what they need to be in order to cover the entire trim sheet strip vertically. It will cover from left to right but not top to bottom unless I scale 400% (obviously too much), which means details of the trim sheet strip get left off. My question is: is this normal, or would you say I'm likely still doing something incorrectly?
