Possible to rotate specific CV's of a sweep mesh curve?

I know there is a "rotate" function for a sweep mesh, but that rotate the entire length of the mesh.  Also there is a taper curve but no rotate curve....

You can't just grab a CV and rotate it either.

I'd like to be able to control how the sweep curve rotates along the curve with more precision.

Any suggestions?
