Move/Rotate/Scale tools showing up strangely

So I've tried deleting Maya and reinstalling it, however, the move/scale tool looks like this while the rotate tool doesn't show any frame/guide at all, any idea on how to make it back to the arrows?

Use "+" and "-" on keyboard to adjust the size of the handles,

you can also resize the Manipulator in Preferences.
