modeling in vertex mode

Hi

This is my first project and having some issues. I've been following Lynda's and youtube tutorials on modeling and for some reason, it won't let me manipulate the subdivisions. What am I doing wrong? 

Any help will be appreciated.

You have Soft Selection enabled.
