Your question is kind of vague....

Shift select the ones you want to move?

Okay so select your 3 vertices and then hit W to go into the move tool. Then click the Y manipulator once on the move tool, this will lock your movement to the Y position. You can also then just middle mouse drag to change the position as it's locked to the Y Axis.

Another solution is to go to the channel box by pressing CTRL+A or it should already be located on the right hand side. Then select, by clicking once, on the channel you want to move, for your example the y Position. Then hit CTRL and middle mouse click. You can also just input an amount you want to move.

Also when you say vertex lines you're kind of not making sense. Do you mean edges or vertices points? Hope this helps.

Try turning on soft select by pressing B. Or double click your move tool and turn on soft select in the options

yes , I've tried for this form , however selecting the same vertex and trying to move , moves the whole object.

okay so

1) Make sure you're in component mode

2) Make sure you're only moving the vertices you want. The ones you want to move should be highlighted/coloured.

2) Your brush size when you turn on might be to big. To change this hold down B and left mouse drag. You'll notice a red circle get bigger and smaller

hmmm not really sure what you mean by "Caught the brush"

If you mean how do you select it, then hit W to go to the move tool and then press B to toggle soft select ON/OFF.
