How to model and animate like this image attach

I'm just a beginner in maya I wanted to model and animate  like the one I have attached, Its a sphere for animation for my project. Do you any idea for this?

Thank you for your reply but I have already know this I just wanted know how do you start creating those sphere covered by those small sphere.

in that case experiment with Mash.( although "I want to animate it"...is a very vague description.)
