simple lattice not working on object

Maya LT 2016

I can't seem to get a simple lattice working.  I'm going through the same steps I've used in previous versions, but the lattice doesn't seem to attach properly to the object.   I've tried changing settings and different objects with no luck.  I've searched forums for an answer with no luck.   

It seams like maybe I'm missing a step, or have something set incorrectly in my settings/preferences.   Or do have a buggy Maya?

Hi,

I was having the same problem and just realised why, your object does not have any height divisions, add some more edge loops around the cylinder and the lattice will work.
