I am not sure if i hit a button to switch something. When i now hover over an edge or vert with the multi-cut tool. it seems like its ignoring the faces im hovering over and im not able to cut edgeloops. I can't even click a vert and start from there. i can still click off the model and drag to "slash" an edgeloop into the model I have opened the tool box and reset tool and close Maya and re-opened.
Thanks for posting! I have not heard of this being an issue before, would you be able to take a screencast of the issue so I can try to replicate the problem on my end?
Also, can you tell me a bit more about your setup?

Im having the same problem in Maya 2022, when i try to use multicut on my mesh it creates a cut somewhere else in space, it does not matter what view i got. i tried to duplicate my mesh, reset my preferences, reset my toolsettings, deleted history, both regular and nondeformative. ive freezed my object i centered the pivot. Seems like multicut thinks my meshe is somewhere else. If i delete some faces and press delete history multicut still tries to put an edge where the now gone faces are. hoorrraayyyy
