@userX4542, which version of Maya are you using? As @fabrizio.arzani says, you should be able to hold down J (the hotkey for snapping while using any of the transform tools in the 3D and UV views) while in the Rotate UV Tool (E) to snap in 15 degree increments. You might have to click in the UV Editor to bring it into focus in order to do this. You can also change the snapping increments in the Tool Settings window (you might have to reselect the UV Editor to make the UV Rotate Tool active (instead of just the normal Rotate Tool) while the Tool Settings window is open), or in the UV Editor Toolkit panel. Speaking of which, you can use the UV Toolkit to do this as well (LMB-click the rotate buttons to rotate by the set amount, or MMB-click to rotate 45 or RMB-click to rotate 15 degrees):
