Maya's implementation of a "time warp" is very limited. I've been using my own long before Maya got around to adding this feature. All a time warp is is an animation curve (animCurveTT, to be specific) connected to time. If you create your own, you can have time warps applied per object for instance. Not limited to the entire scene or nothing.
