Do not ignore FBX import "Unlock Normals" option when importing a deformed mesh

Currently when we import a fbx containing a deformed mesh, Maya ignore the import option "Unlock Normals". This is critical to be able to control when the normals are recompute. Recomputing normals create issue with existing normals map and other shading part. Animator (importing deformed mesh) always break the normals when they do a fix to the skeleton or the weight.

Yes, this is an essential fix, I can't believe it's been a problem for so many years!
