Does it open blank or does it not open at all? Have you recently switch from two screens to one? Is it like that in all scenes, even new ones?
Depending on what exactly is the issue, the solution changes. I didn't look at your log, that window will only report major changes or crashes. A better window to upload would be your script editor output window, errors usually show up there.
However, want an easy fix and usually works:

Resetting prefs usually solves UI bugs in Maya.
