Fixed it by:
Left mouse click the icon with the little guy running next to a gear located at the bottom right of the Maya screen.
When you do, press alt+space bar at the same time. If done successfully, a pop up window will appear. Choose maximize and move the panel to a visible location on your screen.
The issue was that the preferences panel was off screen. This steps should re-center it without having to delete pref folder. Hope it helps!
