a) Anyone know if its worth getting the 10 core instead of the standard 8 core, in terms of rendering times?
b) Do i need more than 32 GB of RAM on this machine?

more cores = faster render times
Unless you're doing GPU rendering then cores don't really matter. I render in Arnold and always go with more cores.
As daunish stated, more cores – better rendering times.
As for memory, go for 32GB, if price is not a problem.
With more cores and more RAM your Mac will be a long-term investment – although keep in mind that Apple is in the process of changing its CPU architecture (from Intel to Apple Silicon, look here: https://www.apple.com/mac/m1/), and it's hard to say how Intel-based Macs software landscape will look like 5-10 years from now.
