maya2glTF in-between target blendshape not working

For all of our projects we are converting all of our assets to .GLB's. To do this we're using the maya2glTF plugin then converting the .glTF's to .GLBs via VS Code. (Which wouldn't be necessary if Maya supported GLB, just saying...). It all works fine except for blendshapes with an in-between target. We use this method in a lot of our animations so it would be an enormous undertaking to have to reanimate the hundreds of separate of assets.
I've attached a video of a test scene I set up to illustrate the issue, in which you can see that it DOES recognise the blendshapes and includes them as part of the export, but it ignores the in-between target.
I've tried a variety of combinations of options on the export, I've tried baking the simulation and i'm running out of ideas. Can anyone help on this?
