Making a quick select set

I am trying to make a quick select button to add to my shelf. I want to be able to select all my animation controls at once  so I can key them all together but I wanted to do it through the quick select sets. I was able to make it one time but that is it , will not give me the option anymore , I have reset the default preferences and made a new folder on the drive to be sure. My quick select set in the select tab does not work anymore . Any advice - it now says "no quick select set defined"

I just did a test with a quick set of NURBS curves and it works fine with 2019.2. Have you tried on a new scene?  Curious that it still doesn't work after replacing the prefs.  As a temporary workaround you may find it useful to put all of the controls on a unique layer and then you can right-click on the layer and 'select objects'.

I mean I figured out how to use the mel script and make selectable tabs for my shelf but I could never get the menu to activate it.

there is so much free tool that you can use for selection sets or maybe a picker will be more useful for your purpose(selecting controllers)

to manage sets and  quick sets I will suggest 

-WL Quick set

and for pickers :

-anime School picker

-abxPicker....
