I'm having a very bizarre issue with this UV map. I am unable to select certain edges in the UV editor. I have tried remapping the UV and opening it up in a new scene. I'm not sure how to fix it.

I have had this a few times. Delete the history of your object. It will happen a few times, just keep deleting history. I think it might be something to do with maya trying to remember old edge loops or something like that.

Choose .mb as format or ZIP your "ma-file", if the file is not too large it should work.

There are several modes that are more tolerant like disabling Smooth Mesh Preview or using Maya Catmull-Clark as subdivision algorithm.
But it's better to remove the problem:
Mesh -> Cleanup, Options:
- Cleanup Effect -> Operation: Select matching polygons
- Remove Geometry -> Faces with zero map area
These faces need to be mapped too (or removed).
That didn't fix my issue. To clarify, I can't select most edges on the UV map editor. I can select the edges on the model just fine.

Sure, the option "Select matching polygons" only selects the problematic faces, you have to solve the problem on your own, by either deleting the faces or creating UV's for the faces.
It works.
I remapped it, but its still not working. So in this new screenshot you can see the red highlighted edge. My cursor is near the center of the map. I should
selecting the center edge, but it instead selects wrong one. I can select faces and vertices with no issue, but the edges are just acting weird. I had no issues with this while working on a previous project (the model was simpler).

You did not follow my instructions.
You did a complete re-mapping (removed UV's of already mapped faces) and again missed a lot of faces.
You need to map the whole mesh.

You can map one at a time (although not recommended) but the selection of edges of a mesh in Smooth Mesh Preview mode with OpenSubidv will only work correct when it's finished. Also other features might not work correct as long as the object is not completely mapped.
Again the solutions are:
A. Map the whole object, or
B. Disable Smooth Mesh Preview, or
C. Set Subdivision Method to Maya Cutmull-Clark, or
D. Select other component types but not edges
