How to do move rotate scale a bit(1/100-1/1000)step snap?

The step snap is in Tool Setting and can be input up to 0.01, but if you try to operate it with the Manipulator, you will see the following error message.
It's not a Step snap at all. (Even if it is, it's so small that it's hard to tell.)
Also, dragging with the middle button moves too much, even if I increase the size of the Manipulator.
Can you tell me another way to switch between slowest in Channel Box?
How do I do it with the Manipulator?

Especially with the Manipulator visible?

Hi,

 

The manipulators are using direct interaction so for rotate/scale you could try increasing the size of the manipulator (using NumPad +/- hotkeys) which should give you finer control. Similarly, you could try zooming into the object when using the move tool.

 

I'll log an improvement to allow finer control when using the transform manipulators.

I could not prove that making the manipulator bigger moves the rotation slightly.

So I look forward to future updates.
