How to change distance of a Pivot Manipulator Handles?

Hi there,

I managed to change manipulator handle distance form the centre. However I can't do the same for pivot manipulator. 

You can see the difference in the clip. Also I'm showing my settings.

The clip should explain it better.

Shouldn't this just work?

Looks like the pivot manip will use the plane handle offset but only if the orientation handle is disabled. Otherwise it is being forced to 100%. (to avoid interfering with the rotate handle)

At least one can use middle mouse button to do the same.
