So i want to move these 4 spokes downwards. when i select the 4 faces and move them downwards, what happens is in the second picture. i want to move them downwards to make it look like a steering wheel. seems like the extrude tool is locked or something. how do i get rid of it?

It looks as if you have faces on top of each other.

I recommend to delete them.

You can also try marquee selection on the vertices this should catch all components.
