Help with designing a simple part

Hello,

I am trying to design a part from an engine, but I have a hard time in designing, lighting, and rendering. I used to be good at this but it has been a long time since the last time I used Maya. Could anyone help me?

I have attached here the file I have so far and the hand drawn picture. The dimensions are not very important. It is just for the purpose of demonstration. But I want to have a shiny metallic surface in the render output.
