3. Modify > Freeze Transformation.

Don't move an object that far away from scene origin or you will get precision errors, that's normal (for every 3d engine).
(Just move the cube only 1 000 000 units in X and then use extrude in x-direction, you see the stepping?
Try extrude in an other axis direction where you don't have such high translate values => no stepping)

No, this is a limitation of all 3D engines, including all game engines.
Computers have their limitations and cannot compute infinite precise.
That's the reason why it's very tricky to support large levels in games.
