I’m not sure if I understand you correctly but Orthography views are not orbital like perspective, you can only zoom and pan ( in general)
you can reset Maya views to default by going to Workspaces > reset Maya to factory default.
-make sure the cameras doesn't connected to something by selecting the camera and check the attributes on chanbel-box
-lock and unlock the camera
-if it doesn't work you can easily replace them with a new one by right clicking on the first camera icon
If you want to enable rotating (tumbling) ortho views, select View > Camera Tools > Tumble Tool options box, and uncheck "Orthographic Views: Locked". They're locked by default since most of the time people don't want to tumble orthographic views.
thanks for reply.
exactly what you said, in the orthographic view in the normal setting are locked
when try to round Orthographic view mouse cursor changes and show(Orthographic views are currently locked).
I checked this on Maya 2019
So maybe I messed up something in Maya 2018.
If this problem doesn't fix I will reset or delete the preference file. (In final plan)

I did Reset "Maya Classic" to Factory Default. but doesn't resolve.
I found a solution.
Alt+P(View>Camera Setting>Perspective/Orthographic)
I think this will help.
I may have done Alt+P without realizing it.
If you have the same issue, try this.
