FBX Import File Type Specific Options Options Missing

I have no options available under the 'File Type Specific Options' tab (for any file type, but I'm specially targeting fbx here).

I've checked the fbx plug in is active. I've updated maya. I've tried on an recently updated 2019 and fresh 2020 install with no preferences. 

This all started because I'm having issues with mesh normals not importing correctly (eg appears fine in 3DsMax, broken in Maya) which I believe is an fbx/ dae_fbx import issue that I could partially resolve with access to import options (although maybe I'm wrong?)

I'm not sure if there issue is a me thing or a maya thing.

found my options after a PC reboot and some looking in obvious places for the 3rd time. 

Also realised my problem is I need to import explicit normals, not unlocked ones. 
So what I actually needed was a line of MEL 

FBXProperty "Import|IncludeGrp|Geometry|OverrideNormalsLock" -v 1
