duplicate special menu does not show up

As in the description, I click the menu option for duplicate special and nothing happens, I can't see the menu, just ike I would not click anything. I tried to reset the workspace, but it didn't help. 

I tried on an empty project, and the same problem.

I can add that the "transfer maps" menu also does not show up. Although I found that sometimes it works if I minimise Maya to the taskbar and restore it. Odd.
